I normally tie a plastic bag around the end of a mop and use that as a plunger - always works really quickly for me! I'm not sure I could cope with a measuring jug mind...I'm way to squeamish for that kind of proximity!
Our toilet gets blocked all the time, unfortunately. I think it may be positioned in such a way that the water isn't escaping very easily, I've had a toilet like that before.
