You get assessed by qualified people who decide to what extent your SA (and/or other issues) affect you and how the university can
equalise things, giving people with disabilities an equal shot at education. That
might include 'free stuff', or rather free things which enable you to complete your studies, but not necessarily so.
It also doesn't provide an income; is an allowance which enables you to access things like notetakers.
