Council tax-puzzled

Recently got letter through saying I don't have to pay any council tax. It's great not having to pay but I am puzzled by this. I know that some people are exempted via 'severe mental impairment' but (a) You need a doctor's letter which (b) I have never applied for such a letter as I'm not sure I'd count as being severely mentally impaired.

My stepdaughter did all the legwork with the council.
