You can for CBT but I think a Doctor needs to refer you to a psychologist appointment. The Doctor will give you a number for CBT or counseling to self refer.

My doctor gave me a number and told me that you can now self refer for therapy, they will take your details for a phone consultation and then refer you for what they think is the right therapy for you.

You can do whatever you like if you are prepared to pay for it.
If however you want the state or an insurer to pay for it, they understandably need the assurance of a qualified medical professional before people start referring themselves for this or that whenever they feel like it. All "self referral" means if your GP says it is that they authorise you to carry on and seek the consultant or therapist you need. |

These days you can, afaik, self-refer yourself for both CMHT and IAPT (which used to be professional referral only).
Online referrals may be tricky, most still expect you to call or go to a reception in person |
