It's a name like 'Gordon Bennett' or 'thingamabob'. Something you say when you stub your toe "Oh for... Lawrence ****ing McGinty!" Or a name you call someone who does, well, anything.... "Here he comes, strolling in late like Lawrence Bloody McGinty", "Look at him in that suit, who's he think he is? Lawrence McGinty?" "She was knocking them back like Lawrence McGinty."

I'm too middle class and educated to watch ITV, but if he's the science editor for ITV news then he must be a real scientist. Maybe he even has an A-level or something. (My pretend snobbery is just there to hide my total lack of self esteem.)
