Well, there's the morphological link - circum meaning 'around', as in circumference, circumvent, circumnavigate and so on. The -stance part of circumstance is related to stance, happenstance, stand etc and the -cision part of circumcision is related to words like scissors, incisors, and excise (v).

Plenty turn down drugs. I've always turned down antidepressants but accepted stuff for anxiety. They might also offer therapy.
