Your neighbours sound so anti-social, Quicksand, it’s obviously been an absolute nightmare for you to live with
 Making a noise at 2am and 4am every night is totally unacceptable!  Do you have any nice neighbours, who are also being disturbed by this man, that you could perhaps get together with for support - strength in numbers kind of thing? Maybe one of them (the biggest and burliest!) could have a word with him - although, on second thoughts, perhaps that isn’t such a wise move  I really hope this horrid situation can be peacefully resolved for you soon
