This is not at all surprising if you think of the ancestry and climate of each country. There aren't many people in Portugal with blue eyes because the gene for brown eyes is dominant. The gene for blue eyes is a mutation, so there's less variation - hence the common ancestor.

My mum has brown eyes and my dad has blue eyes. As no one in my Mum's family has ever had blue eyes she doesn't carry the gene for blue eyes. I have brown eyes - and because of my dad, I carry the recessive gene for blue eyes. That means I can have a blue eyed baby with someone who has the genes for blue eyes.
