I'm not sure, I've tried it from my phone and PC, it's working fine.

Try installing an IRC client and connecting manually instead.

Server: belay.foonetic.net
Channel: #lounge

Hmmm, good question given I'm in the Discord.

I think just because it had a different set of users to this site and because I didn't have an IRC client installed.

Please note the chat link above you need to be using Ublock or similar as it tries to mine Monero. With ublock it works fine.

Mibbit appears to be alive again for now.

For some reason mibbit doesn't like rhesus, or rhesus doesn't like mibbit. But belay seems to work.
